Job Description:
JPALS Program Deputy Program Manager/MSI Subcontracts Manager:

The JPALS Program requires a highly skilled Deputy Program Manager and MSI Subcontracts Manager to oversee the integration and risk management of this highly co-dependant development program designed to operate in a "Purple Team" environment. The position will be responsible to oversee 13 separate Integrated Product Teams consisting of over 70 personnel being formed to manage and coordinate the various subsystems contained in a $92M CPAF/IF subcontract to Rockwell and a $12M IOT to RTSC which together represent over 50% of the Program content. The position will also be responsible to manage the critical relationships under Associate Contractor Agreements with Boeing, Lockheed Martin and Northrop Grumman which are required to successfully integrate the JPALS system with these key platform providers.

JOB REQUIREMENTS:
As shown on the attached organization chart, the selected candidate, reporting directly to the Program Manager, will be responsible to manage the complex technical, cost, schedule, and risks interrelationships with these key teammates necessary to successfully integrate them in to the overall program baseline, maximize the award fee potential for the entire program and properly position Raytheon to receive the follow on production phases for this and related programs exceeding $1B in potential sales.

In addition, this position will effectively operate as the Operations Manager for the program since equipment purchasing and integration will take place at the RTSC facility in Indianapolis with the software development and subsystem hardware being developed and provided by Rockwell in Cedar Rapids as well as the Fullerton facility. Finally the position will also be responsible to evaluate the cost and schedule risks with respect to technology insertion for advanced products currently under development by Rockwell with the goal of balancing the customers schedule needs while providing state of the art technology

The Deputy PM/MSI Subcontracts Manager will have the day to day responsibility of managing the relationships at all levels with our partners as well as CAM responsibility for their day to day performance with accountability to the VP of Supply Chain Management as well as to the JPALS Program Manager.

In order to maximize the success of this position it will be co-located or have considerable travel to Rockwell's facility in Cedar Rapids to provide the Program Manger real time information and decision making ability to closely coordinate the overall communications and coordination required to optimize the effectiveness of this highly collaborative development program. The Cedar Rapids location will also serve as a more convenient base from which to personally visit and oversee the RTSC activities in Indianapolis.

The combined Deputy Program Manger and MSI Subcontract Management skills as described in the MSI Competency Model and MSI Game Book which include high level program management skills, supply chain experience, and a strong technical understanding of complex software development programs will make this Deputy Program Manager position difficult to fill and substantiates the need to create this A07 level position to recruit the talent necessary to fill this critical and complex position.
